Do you have an example when the 'Is Fact Indexing' would have to be set to 'false'?
In any example i figure out , it has to be set to 'true'

It's a flag telling that the dimension has no link with any facts. It won't be shown in the facts use case. It's actually not very usefull (it's possible we remove it from theUI).

Dimensions with link to facts are called utility or statistical dimension. They are used to define transformations, you can check here for more information.
